If you’re looking for the best electricity plans in Eagle Pass, our team recommends fixed-rate plans, which offer predictable bills and can benefit most households. However, depending on your usage habits and payment preferences, other types of plans might work for your home. Eagle Pass has dozens of electricity plans, most of which fall under the following categories.

Fixed-Rate Electricity Plans in Eagle Pass

Fixed-rate plans lock in your kilowatt-hour price for an entire contract term. These plans can offer savings if you enroll in the spring or fall, when Eagle Pass electricity rates are typically lower. Most fixed-rate plans have 12, 24 or 36-month contracts — but you can also find plans shorter than 12 months or lasting up to 60 months.

Keep in mind that fixed-rate plans have early termination fees (ETFs) if you cancel before your contract ends. Depending on the electricity provider and plan, the ETF is a fixed charge or calculated based on the remaining months in the contract.

For example, most 12-month plans have a cancellation fee of $150, but this figure can exceed $200 or $395 in longer contracts. Plans with a flexible ETF may charge around $15 or $20 per each remaining month in your contract.

Reliant Energy, Frontier Utilities and TriEagle Energy have the most affordable fixed-rate plans in Eagle Pass as of January 2025.

Variable-Rate Electricity Plans in Eagle Pass

Variable-rate plans are flexible, allowing you to switch at any time without cancellation fees. However, these plans don’t offer a guaranteed electricity price, which means your rate can change every month. This can lead to high bills in summer and winter when electricity rates tend to increase due to the demand for cooling and heating. Additionally, providers can increase rates at will, even if market prices are low.

Variable-rate plans may offer temporary savings when market prices dip, but our energy experts don’t recommend them even in these scenarios. These plans cannot match the price stability and long-term savings of fixed-rate plans, based on our research.

According to our July 2024 survey of more than 1,000 Texans, 63% of respondents who experienced a surprise on their monthly energy bill were signed up for a variable-rate plan.

Keep in mind that many electricity providers will switch you to a variable-rate plan if you finish a fixed-rate plan without choosing another option. If this happens, we recommend looking for another fixed-rate plan before your rates increase.

Bill Credit Plans in Eagle Pass

Bill credit plans have a unique structure in which you earn credits for reaching specific consumption levels, lowering your average rate. For example, a bill credit plan may charge 22 cents per kWh but provide a $100 credit if you reach 1,000 kWh of energy usage — reducing your total bill from $220 to $120. However, if your monthly usage falls short of the target, you lose the bill credit and must pay the full rate.

These plans can lead to savings if your energy usage stays within the bill credit range every month. However, homes in Eagle Pass tend to have a seasonal demand, using less electricity in spring and fall due to the mild weather. While a fixed-rate plan charges less if you lower your consumption, a bill credit plan effectively punishes homeowners by applying higher rates. For this reason, we don’t typically recommend bill credit plans.

Time-of-Use Energy Plans in Eagle Pass

Time-of-use plans charge different rates depending on the time of day and sometimes depending on the season. Typically, these plans charge high rates during peak demand periods, such as during the day or on weekdays, and low rates during off-peak periods, which are typically at night or on weekends. Some time-of-use plans also include free energy periods, typically during the evenings or weekends, with high rates outside of the free schedule.

Time-of-use plans might work if you can shift your consumption towards low-rate or zero-rate periods, but this can be difficult to achieve for many homeowners. These plans typically charge the highest rates in the evening, when many customers return home from work and switch on their lights and appliances. Additionally, you’ll pay very high rates if your air conditioning unit runs during the daytime, which are typically paid periods.

We don’t normally recommend time-of-use plans, but the Cirro Energy Smart Nights 12 plan is a viable option for Eagle Pass residents. This plan offers a discounted rate at night while charging a reasonable rate during daytime hours, which is competitive, based on our research.

Solar Buyback Plans in Eagle Pass

Solar buyback plans allow homeowners with solar panels to sell excess energy back to the grid, earning credits that get subtracted from their monthly bills. If there is a month when your solar credits exceed your energy usage, the handling of surplus credits varies depending on the plan.  Some solar buyback plans allow you to “bank” unused credits for future months, but others offer no compensation.

Before signing up for a solar buyback plan, keep in mind there are two different rates to consider: the rate you pay when using grid electricity and the compensation rate for excess solar energy. We recommend looking for a solar buyback plan that charges an affordable fixed rate (ideally at or below the state-wide average of 15.61 cents per kWh) while paying you a competitive buyback rate. Most companies offer a buyback rate significantly below the rate you pay per kWh. However, some providers offer an even match, making for the best deal.

Many electricity providers offer solar buyback plans in Eagle Pass. Our team reviewed the EFLs and buyback rates from several providers’ solar buyback plans and determined that Green Mountain Energy and TXU Energy pay the highest buyback rates in 2024.

Prepaid Energy Plans in Eagle Pass

Prepaid plans let you pay for energy in advance, eliminating the traditional billing cycle. Your daily usage is deducted from your balance, and you can add funds at any time. However, it is important not to let your balance reach $0 since prepaid plans often have a short disconnection period.

Prepaid electricity plans allow you to break down monthly energy costs into smaller payments, or you can also make a large payment to cover several months of consumption. Since you pay for electricity in advance, these plans also allow you to enroll without a credit check or security deposit. These plans are often referred to as no-deposit plans or month-to-month plans.

Most prepaid energy plans have variable rates, which can lead to unpredictable costs. However, Payless Power offers prepaid plans with fixed rates and contract terms of six or 12 months.

Eagle Pass’s Utility Company

If you live in Eagle Pass or any other location with deregulated electricity, your power bill will include charges from two different companies:

  • Your chosen electricity provider, which sells you energy.
  • The local transmission and distribution utility (TDU) operates the grid that delivers that energy to your home or business.

AEP Central is the TDU or “poles and wires” company in Eagle Pass. Regardless of your chosen electricity plan or provider, your electricity company will include AEP Central delivery fees in your monthly bills:

  • Base charge: $3.21 per month, regardless of energy consumption
  • Delivery charge: 6..1298 cents per kWh

Unlike your electricity provider, your TDU is assigned by geographic location, and you cannot choose it. The only way to change your TDU is by moving outside of its service area.

The Texas deregulated energy market allows both home and business owners to choose their electricity providers, and business rates are typically lower. According to October data from the U.S. Energy Information Administration (EIA), the average commercial rate in Texas is 8.57 cents per kWh, which is significantly lower than the residential average rate of 15.61 cents per kWh. However, keep in mind that rates can vary depending on the monthly energy usage of your business and your plan enrollment date — just like with residential plans.

If your consumption falls below 1,000 kWh per month, rates increase to around 22 cents per kWh.

What is a good price for electricity per kWh in Eagle Pass?

Considering only fixed-rate plans with 12-month contracts and predictable bills, the lowest rates in Eagle Pass range from 13.0 to 16.0 cents per kWh.
