Texas electricity plans are driven in large part by the wholesale price of natural gas. As natural gas prices have dropped since peaking last year, electricity rates in Texas have significantly decreased.
Energy Plans in Texas
XOOM Energy Texas is a mid-size light company in Texas offering affordable energy with a variety of features, from charitable plans to green energy.
They offer a relatively small number of electricity plans to simplify the selection process.
SureLock Unbundled
Some of their most popular plans are their SureLock plans.
These price-protected plans include one year and multi-year term lengths of 12, 24 or 36 months, allowing you to lock in a long-term electricity rate in Texas.
While the rates are competitive, you’ll get the cheapest rates with plans that are more long term.
This plan’s key features are:
- Fixed rates per kWh
- $4.99 base charges
- Early Termination Fees (ETFs)
- Transmission & Distribution Utility (TDU) fees
Green Energy plans
XOOM Energy Texas offers green energy with their SimpleClean plans.
While they may have plans with 100% green energy at other times, at this time, their SimpleClean plans have 50% green energy content.
Their green plans also have the same key features of the SureLock plans, like fixed rates, base charges, ETFs and TDU fees.
XOOM also has variable month-to-month energy rates with no cancellation fees in the form of their SimpleFlex Unbundled plans. They’re designed for customers who don’t wish to be locked into a contract.
Note that variable rate plans often advertise a low starter rate, but because their cost varies based on market demands, you may end up paying a far higher rate. Due to the likelihood of a negative bill surprise, we don’t typically recommend variable rate plans.
While their variable rate plan doesn’t have any termination fee, the Early Termination Fees for their other plans can be quite high. That means it’s critical for you to be absolutely certain the plan you select is the right fit for your home.
Note that XOOM may not have the cheapest rates, but you can take comfort in knowing they are backed by NRG Energy, their highly trusted parent company.
Plus, their low rates are often competitive with large companies like Ambit, TXU Energy, Direct Energy, and Constellation Energy.
XOOM Xtras
In addition to offering services for electricity and natural gas, XOOM Energy also offers their rewards program, XOOM Xtras.
It’s a rewards program that gives you access to Koiyn, or rewards points, that you can redeem for gift cards, shopping, or even charitable donations.
Enrolling in Xtras can also get you access to deals and discounts on things like local shops, hotel stays, and insurance.
Starting Energy Service
You can easily enroll in a XOOM Energy plan online or over the phone. It often only takes 10 minutes or less.
Most energy providers require that you pay a deposit, but you may qualify for no deposit electricity if you have a good credit score.
You can also consider electricity plans from their sister companies, which include Cirro Energy, Discount Power and Reliant Energy.

Switching, Moving, Cancellation Fees
If you’re planning to switch to a different energy provider in Texas, moving, or canceling your energy service, we can help.
Not only do we have discount energy rates that are often lower than the regular rates on electricity provider websites, we’ve also created guides for Texans looking to enroll in energy plans, like our Savvy Shopper’s Guide.
It’s also critical to check every plan’s Electricity Fact Label (EFL). It includes key info on energy rates at set usage levels, cancellation fees, and clean energy content. Armed with this data, you’ll be able to get an apples-to-apples comparison of plans, making it easier to choose the right one.
For quick tips on using the EFL, check out our Guide to the Texas EFL.
Transferring Your Energy Plan
If you’re moving, you can transfer your electricity plan to your new residence by contacting XOOM and giving them your new address.
We recommend contacting your energy supplier at least 30 days ahead of your move. This should help reduce the likelihood of a lapse in service at your current or new address.
How to cancel XOOM?
You can cancel your energy plan online or over the phone.
If you’re terminating your plan before the end of your contract date, you may be responsible for a cancellation fee, or Early Termination Fee (ETF).
While XOOM’s prices are competitive, they do have slightly high ETFs, ranging from $150 to $395. Be sure you check your plan’s EFL before canceling to make sure you know the potential ETF you’ll be responsible for paying.
Report a Power Outage
If you have a XOOM Energy power outage, be sure to call the Transmission & Distribution Utility (TDU or TDSP) in your utility service area in Texas.
You can contact your area’s utility using the TDU phone numbers below:
